The committee discussed a new handicap system and it was agreed that in the Handicap Competition the following would apply:

Any winner of an individual competition in the previous year would play off scratch, the runner-up’s would start at 2, semi-finalist start at 3 and all others would start at 6 – the goal for all being,  21.
